		<description><![CDATA[It is the City&#039;s intent to include sharrows as only part of the Mayor&#039;s commitment to implement 40 miles of bikeways this fiscal year.  The bike plan is clear about our commitment to make Los Angeles a bike-friendly city. Sharrows are one of several tools that will be used to get us to the goal. Sharrows are cost-effective treatments that can be done quickly as we continue to work toward major bikeway improvements detailed in the plan. (This paragraph is a rephrasing of an explanation we&#039;ve made earlier.)

In some cases, sharrows may be complemented in the future with other traffic calming measures; and, do not preclude the future installation of bike lanes along the same corridors (as public process allows and funding is available).

While sharrows will not be placed where there are peak-hour parking restrictions there may be locations with unusual parking restrictions which are either for very short distances, and/or that apply to off-peak times which do not preclude sharrows (such as the short stretch on Vine). The marking pointed out on Yucca is properly placed. The curb lane is a right turn trap lane; bicyclists needing to continue through from that location to Cahuenga Blvd. and points west will need to merge left to continue through. While the sharrows provide guidance on this need, they do not require bicyclists to perform the maneuver in any prescribed manner. As usual, bicyclists and motorists must always exercise due caution with any maneuver in traffic.]]></description>

Cyclists and bike attorneys should be able to find common cause in holding cities to account for substandard facilities and the lack of facilities where they are needed. 

I suggest that cyclists take into the field a camera and a few hazard report form blanks and start documenting where the problems are. That will enable us to hold cities to account and present a cause of action if necessary later. 

And don&#039;t just file these away; forward them on to the LACBC, post them on the web, whatever. So that I can find that a cyclist&#039;s already complained about Vine St. sharrows when I take my complaint to court.]]></description>
